The Latin
American policy of the EU is separated into several entities on a day-to-day-basis:
South America, Central America and Caribbean. Cuba is the
missing piece in the LatAm-edifice, and it is about time EU pushes forward. To some, this even implies a quid-pro-quod with the United States vis-a-vis Europe’s backyard, the Middle East.

But what could be the content of such a European initiative towards Cuba ?

Guantanamó-prison
colony is closed and the area redeveloped in consultation with the local
authorities.

§
The
management and scope of Special Economic Zones are reviewed by Cuban
authorities.

§
Chinese
Infrastructure and Harbour-plan is developed and funds allotted for re-booting
the economy.

§
EU
informs in depth about the requirements in order to arise awareness of the
responsibilities of Cuba,
and the give-and-take involved in a association agreement at inter-regional,
regional and national levels, essentially a tool for modernisation of the
island.

§
US-Cuban
Chamber of Commerce Study on FDI: Opportunities and Needs> Cuban Investment
Agency is established. Agreement to open US-Cuban trade offices is made with a
view to re-store diplomatic relations.

§
CARICO-study
on modalities for Cuban engagement is presented to local authorities. A trade-off is being aired, whereby Havanna curtails its revolutionary zeal in Central America in return for which a sub-regional search and rescue-facility is incorporated into the Gitmo-redevelopment plan.

Inter-American
Bank conducts mission to explore Cuban obligations and benefits of
reinte-gration.

§
UNESCO
conducts feasibility study to Havanna so that policy and conservation policies
are adequately inserted into policy-making bodies and the work of local
authorities.
